Professional Experience: Environmental Defense Center: Chief Counsel, January 2004 – present; Executive Director/Chief Counsel, May 2002 – December 2003; Chief Counsel, January 1999 – May 2002; Senior Staff Attorney, October 1994 – 1999; Staff Attorney, September 1989 - December 1993.  Public interest environmental law, including land use planning and zoning law, environmental review, offshore oil and development, toxics, water law, implied dedication, initiative and referendum, endangered species, coastal access and protection of resources.  Responsibilities include handling cases of local, state and federal significance in state and federal courts and before various governmental agencies.  Additional program appointments include:

General plan and zoning law, Subdivision Map Act, permitting processes, California Environmental Quality

Santa Barbara College of Law: Family Law Clinic, Spring 1988 - Summer 1989. 

Taught principles of California Family Law; supervised students as they counseled clients regarding a variety of family law issues, including dissolution of marriage, marital separation, child custody and visitation, child and spousal support, property division, adoption, and emancipation.

Co-taught and advised students in simulation class regarding land use planning and environmental review.

Published Opinions:  State of California v. Norton, 311 F.3d 1162 (9th Cir. 2002).  Granted state the right to review federal oil and gas leases pursuant to the Coastal Zone Management Act.

 

In re Tasman B. (1989) 210 Cal.App.3d 927.  Interpreted evidentiary standards for juvenile dependency proceedings to provide greater protection for abused children.

Susan Jordan, Director California Protection Network

FOCUS: Extensive experience in statewide coastal protection issues. Involvement in environmental issues

began in 1994 working on underwater acoustic (sonar) issues and eventually expanded

to include coastal land development issues. Developed successful track record for raising public

awareness of coastal issues via interaction with the media and working with local stakeholder

groups. Active on large scale, precedent setting coastal development projects including the

Liquefied Natural Gas (LNG), 36 Federal offshore oil leases, Navy sonar, Hearst Ranch, Crystal

Cove State Park, Bolsa Chica, San Onofre, etc. Started as a volunteer in 1994 and launched a

non-profit organization, the California Coastal Protection Network (CCPN) in 1999. Believe in

having credible scientific opinion drive the process of issue resolution.

Shopping Network, HBO, Teradyne, etc.

• Active in Women’s health issues; led successful seven year campaign to gain FDA

approval (1988) of the Prentif Rim Cervical Cap, a barrier method form of birth

control still in distribution today.

• Graduate of the SUNY at Buffalo (BA) and University of Pennsylvania (MSW).

Loretta Lynch, Lectures at the Goldman School of Public Policy at the University of California, Berkeley. Former member CA Public Utilities Commission

Loretta Lynch served as President of the California Public Utilities Commission from 2000 through 2002 and served as a Commissioner until January 2005.  Ms. Lynch guided the PUC through the California energy crisis and fought against gouging and manipulation by energy sellers.  Commissioner Lynch was an early critic of energy deregulation and is a strong advocate of keeping rates reasonable and affordable. 

Ms. Lynch currently lectures at the Goldman School of Public Policy at the University of California,

Berkeley, where she also has a fellowship to write a book on the California energy crisis. Prior to her appointment to the PUC, Ms. Lynch was the director of Governor Davis’ Office of Planning and Research.   Before entering public service, Ms. Lynch was a partner in the litigation firm of Keker & Van Nest, where she represented corporate clients and individuals from the technology and industrial sectors.  Ms. Lynch was named one of the 100 most influential lawyers in California in 2000 and 2001 by the Los Angeles Daily Journal.  She was named one of 100 San Francisco women business leaders in 2001, 2002 and 2003 by the San Francisco Business Times. Ms. Lynch has worked in key roles in a number of political campaigns, including Van de Kamp for Governor, 1990; Clinton for President, 1992; Dianne Feinstein for U.S. Senate, 1992; and Delaine Eastin, California Superintendent of Public Instruction, 1994.  Ms. Lynch also volunteered for Ellen Taucher’s first congressional campaign in 1996 and for Gray Davis’ 1998 campaign for Governor. Ms. Lynch has worked as class action counsel for the Legal Aid Foundation of Los Angeles and clerked for the Honorable Dorothy W. Nelson, U.S. Court of Appeals for the Ninth Circuit.  Ms. Lynch holds a law degree from Yale University. She is a graduate of the University of Southern California and was born in Independence, Missouri.

 

Rory Cox, Communications Coordinator, Pacific Environment

Lead facilitator of the coalition Ratepayers for Affordable Clean Energy, or RACE, as well as the communications coordinator of Pacific Environment. RACE is a coalition of grassroots-based organizations and citizens groups dedicated to a future of clean energy in California. Pacific Environment, a member organization of RACE, works to protect the living environment of the Pacific Rim by promoting grassroots activism, strengthening communities and reforming international policies. Pacific Environment supports the work of hundreds of environmental activists in China, the Russian Far East, and Alaska. Rory edits Pacific Environment’s on-line newsletter, “Pacific Currents” and oversees the organization’s media campaigns. He has a masters degree in international relations from San Francisco State University.
