805-964-6010 Tim Cohen is a Vice President of URS Corporation, a leading provider of environmental planning, engineering design, program management, construction, and operations services to the public sector and Fortune 500 corporations worldwide. Tim is also Regional Manager of California Central Coast operations for URS, with 150 professional staff providing services to local and national clients. In addition to his management responsibilities, Tim specializes in multidisciplinary program management, environmental and community planning, and regulatory analysis. His experience includes CEQA and NEPA program management, public involvement, energy facility siting and licensing, and land use planning. He received his BA in Biological Sciences from UCSB and his MA in Environmental Resource Management from San Diego State University. He is a member of the American Planning Association and the American Institute of Certified Planners.

Professor, the Bren School 805-893-7548 Arturo Keller’s research and teaching are focused primarily in two areas: water-quality management and the fate, transport, and remediation of pollutants in the environment. Recently, however, he also began the Research Program on Energy and Water Sustainability to address these important issues. A native of Mexico City who has published extensively on the fate and transport of organic liquid pollutants and pesticides, Professor Keller played a leading role in research that led to the phasing out of the gasoline additive MTBE in the United States. His work with regional water-quality control boards to determine total maximum daily loads (TMDL) for nitrogen and other threats to water quality has led to important advances in the modeling and management of water quality at the watershed scale. He also recently directed doctoral research leading to a major improvement in the performance of drum skimmers used in oil-spill recovery work.

Director, Corporate Environmental Policy, Sempra Energy 619-696-2320 As Director of Corporate Environmental Policy for Sempra Energy, Michael Murray manages the development of corporate environmental policy as it relates to federal and state government actions for all Sempra business units. He has 25 years of experience in the permitting, construction, and operation of energy facilities, and in developing sound energy policy. Mr. Murray started his career with Combustion Engineering, where he served as a field project engineer involved in the construction of large central-station coal and nuclear electric generating plants. He has worked as a consultant in the energy and petroleum industry advising clients on environmental and regulatory matters in the permitting and construction of major facility projects. He joined Pacific Enterprises, now Sempra Energy, in 1984 as a local government affairs manager for their natural gas processing operations in Santa Barbara, California. In 1995, he became a lobbyist for Sempra Energy, representing the company’s interests on energy and environmental issues in Sacramento and other states. In 2002, he was named Director of Environmental & Safety Policy and Compliance where he managed the development and implementation of environmental and safety policies. In 2004, he was named Director of Corporate Legislative Policy. In 2007, he was named Corporate Director of Environmental Policy. Mr. Murray holds a Bachelors of Science degree in chemical engineering, an MBA and a JD. He is a member of the California State Bar and a licensed general contractor in the state of California.

Steven Ow attended the University of Hawaii and California State University, Northridge, graduating with a BSEE. He began his career as an antenna design engineer for Tecom Industries. The experience he gained in the RF field led him to acquire engineering management positions at California Microwave and Transco Products. In 1989 he co-founded Micro Pulse, Inc., an antenna/amplifier design and manufacturing company that would become a technology leader in the newly developing GPS field. He was granted numerous patents and oversaw other patent developments that led to various commercial project designs and products. After he drove the company to the top of the GPS industry, Micro Pulse was sold to Chicago-based Andrew Corporation in 2001. Within a year, Steven's entrepreneurial drive had compelled him to form Mica-Tech, Inc., which uses satellites to manage power grids. |
